Lead Testing & Inspection
Comprehensive lead detection and analysis using certified methods to protect your family and property.
What is Lead?
Lead (chemical symbol Pb) is a naturally occurring metallic element found in the Earth's crust. It is dense, soft, and malleable, with a bluish-gray color that dulls to a matte gray when exposed to air.
While lead is a naturally occurring element, it is highly toxic to living organisms. It accumulates in the body and can damage the nervous system, kidneys, and blood cells. Because of its toxicity, lead use in consumer products, paints, and fuel has been heavily restricted worldwide.
Key Fact:
Lead-based paint is any paint that contains 0.5% or more lead by weight or 1.0 mg/cm\u00b2 as measured by XRF testing.
Where Lead is Found
- Homes built before 1960 (especially pre-1940)
- Windows, doors, trim, railings, and walls
- Older furniture or metal surfaces
- Soil around older buildings
- Drinking water from lead pipes
Lead Testing Methods
XRF Inspection
X-ray fluorescence technology for non-invasive lead detection
- Non-destructive testing method
- Immediate on-site results
- Meets HUD and EPA standards
- Detects lead in paint and coatings
Dust Wipe Sampling
Analysis of settled dust from interior surfaces
- Collects dust from floors and windowsills
- Laboratory analysis for lead concentration
- Measured in micrograms per square foot (µg/ft²)
- Verifies effectiveness of cleaning and abatement
NYC Lead Dust Standards
Standards align with U.S. EPA and HUD guidelines
Lead Abatement
Lead abatement is the permanent removal or control of lead-based paint hazards in a building. It is a specialized process carried out by EPA- or DOH-certified professionals to eliminate sources of lead exposure.
Common Abatement Methods
Paint Removal
Safely stripping or chemically removing lead-based paint from surfaces.
Enclosure
Covering the lead-painted surface with a durable barrier, such as drywall or paneling.
Encapsulation
Applying a special coating or sealant that bonds to the surface and prevents lead dust release.
Component Replacement
Removing and replacing lead-painted building parts such as windows, doors, or trim.
When Lead Abatement Is Required
- When a child has an elevated blood lead level (BLL) and DOHMH orders abatement
- When HPD issues a Class C lead violation (peeling lead paint in homes with children under six)
- During major renovations or property sales of older buildings
- In childcare centers, schools, and public housing
Lead Laws and Regulations in NYC
Local Law 1 of 2004
Childhood Lead Poisoning Prevention Act
- Requires landlords of pre-1960 buildings to inspect annually
- Correct lead hazards and use certified workers
Local Law 31 of 2020
Mandates XRF lead testing of all apartments in pre-1960 buildings by August 2025, regardless of tenant age.
Federal EPA/HUD Regulations
- Renovation, Repair, and Painting (RRP) Rule
- Lead Disclosure Rule requiring tenant notification
